When i try to make 'make' i get this error

What Eric said- though I am happily using Quanta 3.4.3 on
KDE 3.3.0 . While I 
miss a bunch of the new features, for several reasons I am
not able to update 
to a newer version of KDE.
Even an "obsolete" version of Quanta beats
anything else out there, though (c; 
so if you cannot update KDE, just find the older versions of
kdewebdev.
