Adding (*EVRcmp) to relace rpmvercmp with a vector.

Good, rpm-devel traffic is finally at the same level as my
other  
unfiltered SPAM. I *luv* that.

Attached is a patch to turn rpmvercmp into a vector.

If anyone knows of an implementation of the dpkg version
comparison,  
please send along a ptr.

Hint of things to come:

dpkg EVR comparison will change Epoch: comparison back to
the way it  
used to be. Good.
