Eliminating ancient rpmlib tracking dependencies.

The attached patch stops adding ancient tracking
dependencies to rpm  
packages.

All versions of rpm since rpm-4.0.2 support the tracked
functionality.

With luck, I'll be able to drop the matching Provides: in
the year 2020.
