Does this mean my rpm database has gone? Anyway to restore
the database?

One can only guess what is left in your /var/lib/rpm,
perhaps you've
killed your RPM database with earlier attempts. Add option
-vv and try
 rpm -vv --rebuilddb  to get some debug output of what the
command
does. You can add the option to other commands, too.

Looks very much like an empty database (the size of the file
most
likely will confirm that, and I doubt the low-level rpm db
tools will
help). Normal would be to see how it processes all installed
package
details and rebuilds indexes. You should get hundreds to
thousands of
lines of debug output.
