iirc, RHEL4 has a /sys/power/state [*], but it never got any
testing
during development at all, as it wasn't a feature that we
invested
any time in. Additionally, RHEL4 doesn't have the necessary
code
from the pm-utils package to do wakeup of video on resume
from ram,
so it's unlikely to work.
RHEL5 has the pieces, but it's hit or miss whether it works
depending
on what laptop you have, whether or not it was tested during
RHEL5
development, and whether we've regressed since it was last
tested.

[*] hibernate to disk support isn't present in RHEL4 at all,
but
'mem' _might_ be a valid state, but the caveats above
apply.
