DRYer use of Logger#silence in ActionController: +1's needed

Hello,

I saw the the code for silencing the logger for the duration
of a
block is duplicated both in Logger (where it SHOULD be,
IMHO) and in
ActionController. This patch fixes it:

Note my question there regarding other logging systems that
might
break. How can we deal with that?
