Generating Response

Hi Amit,
	The draft clearly says that generating response depends on
the
Failure-report header field value. Pl. check the following
section
(7.1.4.  Generating Failure Reports) which says:

" If the endpoint receives a SEND request with a
Failure-Report header
   field value of "no", then it MUST NOT send a
failure REPORT request,
   and MUST NOT send a transaction response."

Is it means that generating response totally depends on the
Failure-Report header field value?

Success-Report: yes
Failure-Report: no
Message-ID: 87652\r\n

Content-Type: text/plain\r\n
\r\n
Hey Bob, are you there?\r\n

Will receiver has to generate the 200 OK transaction
response or not?
