The RNID [1] have developed a SIP stack in Delphi. It's
licenced under an
almost-BSD-with-advertising licence. The
"almost" part is a clause that
requires you to provide equivalent services to deaf and hard
of hearing
people as you do to hearing people. [2]
It's easy to build a UI on top of that and, while I
haven't done so yet, it
should be as easy to build B2BUAs or gateways on top of the
stack.
