SIP INVITE with SDP and without SDP

Hi all,

Are there any guidelines when to use INVITE with SDP or
without SDP? If 
there we want to make a UA to UA call, then should the UAC
should send 
INVITE with SDP or without SDP? Is there any specific cases
when to use 
which implementation.
