Not sure what you mean by a PSTN port but if it's a PSTN
endpoint (E.164
number); the answer is using a TEL URI which is documented
in RFC 3966.
You can register a TEL URI by specifying it in the CONTACT
header in a
REGISTER method. Subsequently, the requests may be routed to
this URI using
any conversion mechanism like ENUM etc. The link http://service.enum.org.t

is an active on-going SIP-ENUM trail.
