B2BUA - invite without a registration

Hello ppl,
What is the defined behaviour for an incoming INVITE, when
the caller 
hasn't yet registered with the B2BUA?

hi,
   
  question not clear ... the person who calls is 'caller'
and whom he calls is 'callee' ...
   
  if u mean incoming invite at the callee and callee not
being registered ... then callee should ideally drop the
packet ... since he hasn't undergone reg he shouldn't even
attempt to send any error responses .... usually
implemenation will initiate responding and requesting only
after registration....
