server transaction by core in RFC3261

Hello,

I am looking for the description of server transaction
creation by core
in RFC3261 (for INVITE), but I can't find it.

When an INVITE arrives on a User Agent Server, the server
transport will
try to match this request on an already existing
transaction. Here, this
is an initial INVITE, so it will pass it to the core, and
then the core
creates the server transaction.

In section 17.2, it is said that the server transaction is
created by
the core when a request is received.

In section 8.2, it is said that server transaction is used
to send
responses and that the method specific behavior is described
in other
sections. This is the section 13 for INVITE.

In section 13, server transaction is mandated several times
for response
sending, there is a sentence to state that server
transaction is
destroyed as soon as possible... but nothing about server
transaction
creation...

There may be something I misunderstood or maybe implementors
have to
create server transaction from information given in section
17.2 only.

Thank you for your help,

John
