Yes. However, since the message came from the Yahoo!Group:

Management > Group Settings > Posting and Archives [edit] > Posting
Options > Moderation > New Members

In Google Groups:

Group settings > Access tab > Message moderation

Then check both of these settings:

No moderation - messages are delivered directly
Messages from new members are moderated
