Sure i can see that. I guess it makes more sense when you
are in "single
screen" mode.
Would it be better if when in non-edit mode "Save
changes" under
"Attributes" were completely hidden and
"Enter new comment" under
"Comments" were always visible regardless if the
view is "single screen"
or "tabs"?
(and that when in edit mode everything remains as it is).

I guess you mean here that you have some attribute that is
required to
have a value assigned and hasn't yet? (that is you must
assign that
attribute before making any other changes to the issue).
If this were the case then the former mentioned improvement
would solve
that.
