Has anyone ever noticed that Google's "even" ad
rotation doesn't always
work?
Now it appears they aren't even promising it will work in
any given
way, by adding the word "more" to the word
"evenly."
I'm not sure, but I'm pretty sure it used to say
"rotate ads evenly".
Now, it says "rotate ads more evenly."
The upshot is, Google can squeeze a few extra clicks and
thus dollars
out of the advertising community as a whole, by privileging
high-CTR
ads a teeny bit, even when advertisers turn off the ad
"optimizer." Was
it not enough that we're penalized for lower CTR's that
convert better
on an ROI basis... now we don't even get guaranteed even
rotation if we
set it that way? Hmm.
Or perhaps it's just a matter of being "more
accurate," since ads never
rotated 100% evenly, especially given the wide skews that
occur in
content targeting - where one ad may be dominant.
For this latter reason it seems like Google is still leaving
us with a
reason to set up parallel content-only accounts or
campaigns, given
that they choose ads for us arbitrarily and we may find it
harder to
test creative if we just do the content bidding in the main
ad groups
with search enabled...

I've been noticing the same phenomenon. In the end I think Google can be counted on to do everything it can to increase profits for itself and its advertisers, and that means favoring the "optimal" ad over the next ad "on rotation" in most cases. Testing is an important part of figuring out the "optimal" ad creative however, and it's probably safe to assume that grouped ads are on some sort of weighted rotation.

I noticed are real problem when I switched from optimized to
even and
called Google about this. They stated that it can take a few
days for
the ads to serve out properly to the Search Partners, thus
the reason
for "uneven" rotations. Now recently, I noticed
that the rotation seem
to start out properly and then start messing up on a single
ad. So in
short, yes, I'm seeing some rather strange behavior lately,
more so
than usual. And I'm always testing some ads here and there.
