We are in t process of rewriting all url's for our site to
make them
SEO friendly.
1.	I was wonderings what is maximum and the optimal numbers
of levels
my url's should contain.
2.	In addition, what is the recommended and maximum number
of
characters in the url?

There9;s no maximum, but the general rule is that shorter URLs are better. The closer your content is to the root directory, the more authoritative/important it's considered. Pages that are several levels away from the root are likely to be crawled less often (although there are other factors involved in that, too).

2.      In addition, what is the recommended and maximum number of
characters in the url?

I wouldn';t worry about number of characters as much as trying to fit a keyword into the URL if you can. And you want to use dashes, not underscores, to separate the words in the URL, like

www.domain.com/red-widgets.html

But I wouldn';t do that with a 4- or 5-word long keyword -- all those dashes look spammy.
