Low Level Spam?

I get a dozen or so messages every day from a couple
addresses.  No
Subject, no body, to undisclosed-recipients, from me!  I use
whois and
send a complaint and copy to the abuse address.

I have attached a sample.  Is the source 217.149.246.26?
