SIP RPH New Namespaces revved (-01)

I have revved draft-ietf-sip-rph-new-namespaces to version
-01.

The primary changes are

#1 - to comments asking for a little more explanation for
these new namespaces
and
#2 - to change the priority-values from 0,2,4,6,8 to a range
of 0-9 
for all namespaces.

Both were to address comments made during WGLC.

The author believes this document has closed all remaining
open 
issues, and requests this ID progress forwards for IESG
consideration.
