time for a new monitor

My Computer: Windows XP Professional - Version 2002 - Service Pack
2 - Intel(R) Pentium(R) 4 CPU 3.06 GHz - 3.07 GHz - 512 MB of Ram.
I have no clue what to do - meaning - step-by-step.
No clue how to work it - but been trying!!!
With everything off my screen, I have a long list of thin lines
all across the top of it. Same with when I bring a page up.
I don't know how to clear this up.
Also, I don't know if the above has anything to do with this, but,
I CAN'T get out of a web-page - or my mail - due to not being able to
get to the DELET BOX in upper right corner!
I need step-by-step -info - due to having so many strokes - it's hard
to remember everything! Hope you understand - PLASE!
