Perhaps you could summarize what you've done thus far to remedy your
problem. You continue to allude to the same problem but never acknowledge
that help has been offered and what happened when you tried to fix the
problem.

Several things have been recommended including a repair / reinstall of IE.
Have you done that? We've asked about firewall settings and other things
that might be blocking access. To date you've not responded other than to
say your brother put AVG on the machine, and some other things, you think.

Are you receiving a specific error message? What happens when you try to
download something? Could you give a site from which you are trying to
obtain something and tell us what happens?

I also noted you might be experimenting with registry cleaners. If so, it's
possible you have a corrupted winsock. Try here for a remedy for that.

Finally, I can't remember you stating how you connect to the internet and
what hardware is on your machine or whether you connect through a router.
Also, once again, how long has the problem been occurring?
