Sylpheed 2.2.7a-win32 released

Hello,

Sylpheed 2.2.7a-win32 has been released.

This release fixes the issue that Sylpheed could not be
launched by an
error on some systems (to be more precise,
libgpg-error-0.dll was
reverted to the previous version).

There is no change in the Unix version.
