I missed the start of this, but I've also found that by
changing the  
name of the.app file in Finder can cause it to wake up and
notice the  
change after you've added your icns file and modified the
plist.  You  
could also use "Forece Quit" and restart Finder so
that it re- 
recognizes your app.  Once Finder "thinks" it
knows your app, it  
caches the icon and uses the cached copy regardless (or so
it appears  
in my experience).

Just for clarity, I WAS relaunching Finder and it was not
changing
the icon to the one I defined in Info.plist.
However, as Jon described, I was working with the original
BI copy.
When I dupoicated it (and again relaunced
Finder), the correct icon (the new one in Info.plist) was
displayed..
