I usually do "./build.sh ... distribution sets"
which skips all
the kernel compiles and distrib stuff.

Copy src/distrib/sets/{maketars,sets.subr} and edit them
execute
appropriate parameters.

Try running the make wrapper in src/distrib (or a subdir of
there) ?
Or maybe in str/etc with some of the XXX_DONE env vars set.
