I've been using Acrobat Standard to "fill out"
forms for a long time now.  I
have to produce so many of certain kinds that it was worth
the effort.  Use
Tools -> Advanced Commenting - Text Box.  The right click
on the box and
change the properties to remove the frame (set line width to
zero) and set
the background color to no color etc..  I have those
settings saved as my
default.  It is a bit laborious as every piece of text has
to be entered as
a separate field and them positioned, but it beats keep
filling out the
damned thing by hand.

On some forms the touch up text tool will work but most
times I resort to
the method above.

If you use the commenting method remember to print the form
including
comments or you'll think you wasted your time!
