Installing Tempalte-Toolkit 2.15 under Windows

I've just placed Win32 ActivePerl 8xx ppm packages of
    Template-DBI
    Template-GD
    Template-XML
at
    http://theoryx5.uw
innipeg.ca/ppms/

One thing that may be worth looking into is that these
modules as yet don't appear in the CPAN indices, so
CPAN/CPANPLUS don't know about these yet; this may
mean the modules aren't yet registered with PAUSE.

Hi Andy,
    I can see Template-GD and Template-XML with CPAN, but
not your Template-DBI; I think this is because
Template::Plugin:BI is
registered to Simon Matthews,
so perhaps you need to be made a co-maintainer of this?

It would be nice to have the ::Plugin:: moniker for plugins
into 
Template-Toolkit (i.e. Template::Plugin::Latex,
Template::Plugin::GD).
