advogato: limiting use of --recover

There didn't seem to be any discussion on this on the
mailing list.

Probably the most effective is to make this feature
interactive,
with an "are you sure?" prompt, and a blurb that
appears every time
stating why this is a bad idea for normal use, quoting the
spec, etc.
