Does libxml2 always use utf-8 as encoding for strings

Hi,

I couldn't find this in the docs, so I'm asking here. Are
the strings in
a libxml2 tree always utf-8 encoded? For example element
content,
attribute values and also the names of elemtents and
attributes?
