Without having checked detail, this looks like a side effect
of this
freaking bug in libtool, which pulls in checks for all
languages libtool
supports into configure scripts.
This bug renders many packages using libtool almost
unbuildable on many
platforms which don't have a working c++-compiler installed
(Many
embedded toolchains).
