why is htmlNewParserCtxt static?

Hi,

The htmlNewParserCtxt() function is static, but
xmlNewParserCtxt() is 
not. Would it be possible to make htmlNewParserCtxt()
function globally 
available so that it can be called from outside libxml2?

I have a combo box, which is getting data from SQL Server. I
