How to add encoding property in xml document

Hi All,

     

 I want to add encoding type in the xml declaration like the following

 &nbsp; &nbsp; &nbsp; &nbsp;   ; &nbsp;  <? xml version=&quot;1.0&quot; encoding=&quot;ISO-8859-1"?>.

        

        Are there any API’s available to add the encoding type?
