Aha. It does not work with %2F:

-> failed to load external entity

Right, then all we need to do is look at the code in libxml2
within 
HAVE_ZLIB_H and LIBXML_ZLIB_ENABLED #ifdefs, and see what it
is doing 
that is not zlib-specific and should be taken outside of the
#ifdefs.
