I need TW to work with HOTSPOTS...

Greetings from Baltimore City and Happy 2007!

For my website I created a ConceptMap using ConceptDrawPro
to serve as 
a navigation guide.  My cousin attempted to create HOTSPOTS
on the 
image but he cannot get the hotspot to point to a tiddler
(instead of 
a URL).

Is there a way to trick or force TW to open the hotspot as a
 
tiddler?

Or, is there another way to convert the labels on an image
(.jpg or 
any other format) so that clicking the label opens a tiddler
without 
closing the tiddler containing the concept map image?

Forgive me for my limited technical ability... I hope I am
making 
sense.
