If you like the idea of having a fixed toolbar at the top of
your TW,
you can repeat the simple steps that I outlined here:

It does in Safari Windows and Firefox.
Is not a fixed title in IE.
In Opera 9...it is nothing but the title. I see nothing but
a blue
screen, luckily it is a different blue then
"BSoD".
