Are you trying to load/save TWs upgraded to TW2.3 or new TWs?
I am running Windows XP home edition/SP2, with IE7, and cannot properly import tiddlers from older versions ('access denied') or save changes ('appears to be invalid tiddlywiki').
New TWs created from tw2.3 empty are fine, the original TWs in older version are fine, just the upgraded ones have the problem.
I have decided not to upgrade the older version TWs until the promised automatic upgrade function is released.
 
I am reasonably computer literate, I like the TW concept and use them for my webpages, but I think the upgrade process needs to be tidied up before TW becomes more useful to users like me.
Reminds me of the early electronic cameras- heaps of features and power, but required an expert to drive them.
Then autofocus, autowind, autoexposure, anti-redeye, anti-shake, etc came along and hid that power and complexity behind a simpler user interface and turned them into real useful devices. 
The compexity and power is still there for those that want to jump in, but the expertise is built into the user interface rather than having to be in the user!
