No new ticket option on new installation, 11b1

I followed the defaults, I'm not using a repository, sqllite
database

C:trac>trac-admin bsd

On 0.11 anonymous users cannot create tickets.

So either log in or set the right permissions of the
anonymous users to create
a ticket (TICKET_CREATE).
