In my understanding, there is a simple rule whether or not
module X
should be listed in the dependencies of module Y: If it is
necessary
for the build of module Y to succeed that module X has
already been
built and delivered, then the dependency should be listed
(modulo
questions of transience already discussed elsewhere).
Otherwise, no
dependency should be listed.
The dependency you introduced does not match that rule.
