The desktop CD shutsdown and turns off my PC properly wheras
the
installed Ubuntu Dapper halts the system by fails to power
down.  What
should I look for in order to ensure that my PC shutsdown
properly?

Is it to do with ACPI calls to the kernel in Grub?

Note: It reboots ok, it is shutdown which does not occur.

  I don't know how old your machine is but in my case
loading the APM module
from rc.local did the job. ACPI on my machine never worked
properly.
