That would be true, but you stated the converse - not that
you will only
need to reboot on a "dist-upgrade", but that when
you do "dist-upgrade" you
will (generally) need to reboot.
The latter entirely depends how often you do a dist-upgrade.
I do a
dist-upgrade _every day_. I rarely need to reboot
