Sounds like Opera isn't reading your mime.css file.

Did you just reinstall Opera? It might be that Opera is
looking in  
<C:\Documents and Settings\USERNAME\Application
Data\Opera> for your  
files, instead of in <C:\Program Files\Opera> (or
vice versa). If you  
selected a single-user installation one time, and a
multiple-user  
installation the other, then this sort of confusion can
happen. Select  
"About Opera" from the Help menu to see where
Opera is looking for its  
files (the "Opera directory"), then make sure
your mime.css file is  
located in one of the subdirectories there.

Or you can paste opera:config#UserPrefs|MIMEStyleFile into
the address bar  
and find out exactly where Opera expects that file to be.
