The runtime package is still 1.1.18 because there weren't
really many
changes between 1.1.18 and 1.2.
The VB runtime isn't actually affected by winforms, it's
only required to
run programs written in VB, and if it's a program using
winforms, then the
winforms improvements will show up as well (as all the other
improvements
in 1.2).
In general the VB runtime is just a seperate assembly
required to run VB
programs, and changes in other components will rarely affect
it (just as
changes in the VB runtime will rarely affect other
components).
