Security Settings are pinned to high

Hello

Have a Win2003 Server R2 fresh installed with the latest
patches.

I want to set the Security Settings - Internet Zone to a
lower level.
But its pinned to High.

How can I change this?

Remove the Internet security Enhanced configuration from Add
remove windows
components 

In the control panel.
