How to modify user startup programs?

I have a Windows Server 2003 for a small office with a
remote
application developer. I currently have given the developer
access to
the appropriate directories on our Server, as well as
permissions to
install software. The problem I'm having with his user
account is that
all my startup programs for Administrator are loading with
his user
account as well. How can I modify startup items in his user
account?

I've checked the startup folder and see no shortcuts so I
assume the
startup items must be listed elsewhere. msconfig has not
been granted
as he is not part of the Admin group, so I'm in need of
another way to
accomplish this. Thanks.

Check the "All Users" startup folder. Rt-click the
Start button,
Explore All Users, and then navigate to programsstartup and
see if
you need to move any of those items *out* of All UsersStart
Menu
ProgramsStartup and *into* AdministratorStart
MenuPrograms
Startup..

Don't forget they could be hiding in the registry as well. 
It's a
little more difficult, if for some reason they aren't in the
all users
startup folder, take a look in
HKLMSoftwareMicrosoftWindowsCurrentVersionRun
HKLMSoftwareMicrosoftWindowsCurrentVersionRunOnce
HKLMSoftwareMicrosoftWindowsCurrentVersionRunEx
HKCUSoftwareMicrosoftWindowsCurrentVersionRun
HKCUSoftwareMicrosoftWindowsCurrentVersionRunOnce
HKCUSoftwareMicrosoftWindowsCurrentVersionRunEx

When looking in HKCU (HKEY_Current_User) remember it's who
your logged
in as.  If you need to look at another users you need to go
into
HKEY_USERS, and go by SID, which is a pain in the ass.  THe
are
sid2user app's that can help with translating the sid, but i
never
have success with that.  Likewise, you cannot do this using
remote
registry because i've found a lot of times not all of the
users
registry's show up for some reason.

If you are still having issues getting that Users Registry's
to
display, i found a cool script that a put into the files
section
called MakeMeAdmin.  Be cautions you will need the user
present that
you are logged in as to put there password in...  once you
run this,
then you can type in regedit at the command prompt that
comes up and
you should be able to look into HKCU which will actually be
that user.
