I have a Compaq laptop running on Windows XP Home. When I
shutdown the
laptop it restarts. How can this be fixed.

You have a bad driver and/or you've got some cross-linked files.  But you cannot boot to fit it.  Catch-22.  You can fix the cross-linked files if you use a boot CD or your XP CD and run chkdsk at a command prompt.  This may get you booted up.  I like to run spinrite on the drive which usually fixes a lot of issues.

If you can get it to boot, start removing the last programs that you installed.
