Hi ,
you can try the following things,
1) try the Last known good configuration( from the same menu where you select the safe menu) , sometimes it would work.
2) If there were some Device driver updates that was done recently u can try revoking it.
3) try also resetting the resolution that you have set when windows boots up ,(safe mode uses by default the 800*600 ) also the refresh rate of your monitor .
4) you can always give a try with system restore if you think some software updates caused this.

I'm at a complete loss and would like to avoid having to do a full reinstall of Windows.
