RFC44 updated

As decided in the development meeting on 9 Dec, I have
updated RFC44 
(Xaraya Coding Standards) to include the version numbering
guidelines 
from the "Version numbering clarification" thread
on this list.

The updates currently only exist in monotone, and are not
published yet.
