Seems to be relatively straight-forward, given that there's
a nice PHP 
library available for it, and some modules for Xoops, Drupal
etc. 

Main question would be what you'd like to do with openid in
xaraya, e.g.

1. associate one or more openids with an existing xaraya
user & allow
    the user to login using openid
2. start registration of a new user based on his openid,
possibly with
    pre-filling of certain user fields
3. automatic creation of new users based on openid (trust
issue)
4. let (y)our xaraya site act as openid provider
5. some other undisclosed purpose ?

Perhaps the xaropenid module will tell us more
