  API Change:
  Return a consistent database for the getallactive
datatype. I've checked the
  callers in core which already assume it is an array, not a
string.
  Most of the callers test with empty() which happens to
work the same for an
  empty string or array.
  
  Breakage may occur, but is easily solved when
encountered.
