Changelog: 
  Add notification with templated output for new user
registration that require validation.
  We can't leave this mish mash here with roles and
registration but pushing for now to match the
  changes in the registration module. 
  ALl working but still need to separate the logic in
registration validation and existing user email change
validation options and emails.
