To install a webserver, php and MySQL on your PC, go to http://www.easyphp.org/ and download the installation program.

Then go to phpfreaks.com for some php tutorials.

I prefer Dreamweaver for creating php/html files because it highlights the keywords and as you type it finishes the code and gives you hints.  It also can syncrhonize the files on your server with your local files.  You can download a trial version from Adobe/Macromedia.
