meta search allowed?

We would like to develop a site with similar features to jux2.com and
gravee.com. It would pull in results from Google, Yahoo and other
search engines and re-rank them. Is this an allowed use of Yahoo Web
Search API?

I assume that jux2.com, gravee.com and many other sites must have
permission from Google to do this.

The second question is how likely Yahoo would grant a significant rate
increase to this type of application.
